Well, they sure as hell figured out they wouldn’t be good enough way back in 2002–predicting serious flooding with a category 3 storm. Heck, apparently the right the kind of category 2 would’ve done the trick.
(Okay, I cheated, I knew there was something to look for. I had a friend move to New Orleans because her husband was hired to help fix this problem–back in 2003. He was actually more worried about the rumored “bureaucracy” of New Orleans than any engineering challenge.
